Requirement to handover, in five phases
Each phase closes on a document before the next one opens. That sequence is what makes the last phase possible at all. A performance result on an installation that was never formally verified cannot be defended in an audit.

Requirement
What the rooms have to hold, what happens inside them, and which standard governs. Usually from a layout, a URS or a walk-through of the existing facility.

Engineering & Design
Heat load, air volumes, classification and pressure relationships are calculated first. Equipment, ducting and enclosure are selected from those numbers, not before them.

Execution
Fabrication, installation and site coordination for the HVAC and the enclosure together, phased around whatever else is happening in the building.

Most facility problems we are called in to fix are handover problems: the consultant drew it, someone else built it, and nobody owned the gap between the two.

Design, execution, commissioning and support are coordinated through one engineering team. There is no gap between the consultant who drew it and the contractor who built it, because they are the same people.

The qualification requirement is fixed at design stage and carried through, so the paperwork an auditor asks for is produced by the project rather than assembled after it.

Tested before handover
Systems are balanced, measured and recorded before completion. Velocities, air changes, differential pressures and filter integrity are figures on a page, not assurances.

Rooms drift out of qualification quietly. AMC and retrofit scopes are built around filter management, rebalancing and re-qualification, so the facility keeps holding what it was signed off holding.
